Additional restrictions grant form

Funding is available to support businesses who: 

  • occupy business premises for which you are not the business ratepayer and your business has legally been required to close due to the COVID-19 restrictions; or 
  • occupy business premises for which you are not the business ratepayer and your business supplies the retail, hospitality and leisure sectors or is in the events sector and has been closed for the period of restrictions due to the severe impact on trading as a result of the restrictions, or 
  • occupy business premises and have remained open during the period of restrictions, but your trading has been severely impacted by the restrictions. 

Business premises are those that were recorded on our non-domestic rating list as at the 4 November 2020.  

Limited exceptions

We have sole discretion to make a limited exception for severely impacted businesses which:

(i) do not occupy business premises, and
(ii) employ less than 10 people, and
(ii) supply the retail, leisure, hospitality or events sectors 

Is my business eligible? 

If you are a qualifying business, you may be eligible for a grant if your business: 

  • was trading on the day before the restrictions came into force (4 November). Trading means actively buying and selling goods or services, but excludes activities undertaken for the purposes of acquiring or setting up a proposed new business 
  • is based and trades in Pendle 
  • has no more than 49 employees on its payroll 
  • is not entitled to a grant under the Local Restrictions Support Grant (Closed Addendum) scheme 
  • has ongoing fixed business related costs (excluding employee costs) 
  • has experienced a significant fall in income due to the local and national restrictions 

Higher priority businesses 

We will give higher priority to businesses in the following sectors: 

  • Hospitality and Accommodation
  • Leisure providers 
  • Non-essential retail 
  • Businesses  which supply the retail, hospitality and leisure sectors 
  • Personal care and close contact services 
  • Businesses in the events sector 
  • Hackney Carriage Vehicle Licence Holders (i.e. the red Taxis operating in Pendle) 
  • Indoor Market Traders without a business rates assessment 

Excluded businesses 

You don’t qualify for a grant if: 

  • You are not based in Pendle 
  • You are entitled to support under the Local Restrictions Support Grant scheme (i.e. business ratepayers legally required to close due to lockdown restrictions) 
  • You are part of a national chain 
  • You have not been severely impacted (i.e. a reduction in turnover of less than 30%) 
  • You have reached your State Aid Limit under the EU State Aid regulations including the thresholds applicable to De-Minimis State Aid and the Covid-19 Temporary State Aid Framework 
  • You are in administration; are insolvent or a striking-off notice has been made 
  • You are one of the following: 
  • Take-away businesses 
  • Petrol Stations, Garages, Vehicle Repair Workshops and MOT Centres 
  • Essential retail businesses (unless trading from within premises required to close) 
  • Private Hire businesses 
  • Financial service providers (e.g. banks, building societies, money lenders, credit unions) 
  • Medical Services (e.g. vets, dentists, doctors, osteopaths, chiropractors, pharmacies) 
  • Betting Shops 
  • Professional Services (e.g. solicitors, accountants, insurance, financial advisers) 
  • Public Authorities, Utility Providers, Post Offices 
  • Estate & Lettings Agents 
  • Property related businesses that include –  
  • property developers and construction  
  • buy to let businesses  
  • property refurbishment projects  
  • residential/commercial landlord businesses 
  • Funeral Directors 
  • Garden Centres 

Applicants will need to provide, where relevant and/or appropriate, the following: 

  • Business Type/Sector 
  • Business details 
  • Email and contact addresses 
  • Company Registration Number 
  • Charity Number 
  • VAT Registration Number 
  • Unique Taxpayer Reference Number
  • National Insurance Number 
  • Business rate account number 
  • Bank details and bank statement extract to verify details 
  • Declaration and estimate of the impact the restrictions and ongoing pandemic has had on your business turnover 
  • Declaration on State Aid and the use of your information 

We may require further information or supporting evidence to determine your application. We will contact you if we do. 

The application form must be completed by the business owner. If you get someone else like a third party agent or advisor to apply on your behalf, your application will be rejected. The only exception to this is if you have accessibility requirements.

The form will time out after 15 minutes of inactivity. If you register with the website, and then sign in before you start the form, your answers will be saved as you go.
