Hackney Carriage/Private Hire Vehicle Application

Private Hire Vehicle Licence

Private hire vehicles must be pre-booked and cannot pick up passengers from the street.

Apply for or renew a licence

From 1 January 2026, new applications will only be accepted for vehicles that are:

  • Euro 6 compliant
  • Hybrid or electric
  • Wheelchair accessible

Diesel or petrol vehicles will not be licensed unless they meet Euro 6 standards.

Before you start

Please have the following documents ready to upload:

  • Insurance certificate
  • Vehicle registration document or bill of sale
  • MOT certificate (issued no more than 14 days before applying)

Once your application has been processed, we will email you the licence along with details on how to collect your licence plates or renewal discs. For enquiries about vehicle licences, please email taxi.licensing@pendle.gov.uk.

Hackney Carriage Licence

Hackney carriages (commonly known as taxis) can be hailed from a hackney carriage rank or in the street.

  • Fares must not exceed the amount shown on the meter
  • All hackney carriages in Pendle are red and must have a meter fitted
  • There is a limit of 71 hackney carriage vehicles in Pendle
