Why we publish this type of data/information

As part of our commitment to increase openness and transparency we publish details of our organisation structure covering the top three management tiers as specified by the Local Government Transparency Code.

Other related information

We also publish our Annual Statement of Accounts and Pay Policy Statement which contains data/information relevant to the organisation chart, and vice versa. 

What information is included in this data?

The Organisation Chart contains the following details:

  • Directorate / Department
  • Post holders name
  • Job title 
  • Type of contract (e.g. permanent, temporary, fixed term) 
  • Salary grade, band and annual salary ceiling 
  • Work contact details

What information is not included in this data?

The information published in the organisation chart is in compliance with the Local Government Transparency Code.

How often do we publish this data?

Annually - We aim to provide this data within a month from the start of the new financial year.  

What data systems do we use?

Not Applicable – However, the data system used to generate the pay information contained within this dataset is Frontier Software chris21 payroll system.

What does each column mean?

The data contains fields for:

A. Organisation name – 'Pendle Borough Council'.  Placing this on each row allows the data to be mixed with data from other councils.

B. Organisation Code – this is a URI that identifies the council.  This will become useful as we move towards the Semantic Web.

C. Effective date – this is the end date of the accounting period for the data.  E.g. for the reporting period December, the effective date would be 31/12/2014.  This enables users of the data to identify for which period the data apply.

D. Job title – this is provided to identify the post that the individual holds.

E. Name – this is the name of the individual who holds this post.

F. Grade – this is the individual's pay grade which will identify the seniority of the individual.

G. Directorate / Department – this details which service grouping the second level post holders belong to.

H. Service – this is the name of the service/team within the Council that the post holder belongs to.  For example, the directorate/department could be Central and Regeneration Services and the service/team could be Finance.

I. Type of contract – using the Workforce Data Standards this provides details of the contract the individual is employed under, e.g. permanent, temporary.

J. Contact Details – this enables contact to be made with the employee.

K. Salary band - this provides the individuals salary in £5,000 brackets based on FTE (full time equivalent).

L. Salary ceiling – this is the maximum salary for the grading of the post, the top of the pay band.

This data is reviewed annually.
