Strategic housing land availability assessment (SHLAA)

The Pendle Strategic Housing Land Availability Assessment (SHLAA) forms a key part of the evidence base for the Local Plan. The SHLAA provides an assessment of sites to see whether they are:

  • available for housing development - in terms of access and ownership issues; 
  • suitable for housing development - in terms of physical constraints, sustainability issues; and
  • achievable - in terms of an assessment of financial viability.

The SHLAA does not allocate sites for housing development, it is an assessment of sites which may have the potential to be developed for housing in the future.

What's happening next?

Work on a comprehensive SHLAA Update – including a formal ‘Call for Sites’ – will commence later this year. It will inform the preparation of the Pendle Local Plan Fifth Edition, or a similar sub-regional document to be published following local government reorganisation.

What have we done so far?

A SHLAA Methodology Report was prepared and consulted upon in 2006 to explain the process for preparing a SHLAA. This was followed by the adoption of the first SHLAA for Pendle in 2008.

The SHLAA was fully reviewed and updated in 2011 and 2014. The 2014 SHLAA and all supporting documents can be viewed in the Documents to download section below.  

The 2024/25 SHLAA Updated informed the preparation of the Pendle Local Plan Fourth Edition. It provides an up-to-date position of the borough's housing land supply and takes account of the latest requirements set out in the National Planning Policy Framework and Planning Practice Guidance. The 2024/25 SHLAA and all supporting documents can be viewed in the Documents to download section below.
