Scoping Consultation
Pendle Borough Council is preparing a new Local Plan that will determine how our development needs will be met up to 2045.
We are at an early stage in the plan-making process and want to hear your views on the issues that matter most to you, what you want Pendle to be like in 20 years' time, and what you think the Local Plan should address as a priority.
Your comments will help us develop the vision and objectives for the new Local Plan, shape the scope of its policies and identify the evidence needed to support our sustainable development strategy.
We would also welcome your views on our Scoping Report, which considers Pendle's strengths, weaknesses, opportunities and threats. Alongside a detailed analysis of the latest available data, the report has helped us identify what we think the Local Plan needs to address.

Baseline Data
Our Baseline Data Report records the starting position that we will look to build upon. It acts as a reference point to measure future progress and evaluate the impact of our planning policies.
Consultation and Engagement
We would also like your views on how we intend to consult and engage with members of the public and other key stakeholders during the 30-month plan-making period, which are set out in our Engagement Strategy.
When responding to this consultation, we recommend that comments are submitted utilising our online questionnaire.

All comments must be received by no later than 5pm on Monday 14 September 2026 or may not be considered.
Call for Sites
Given the significant increase in the baseline level of local housing need, we are looking to identify land that is likely to be available for development. Those sites that align with our chosen strategy and offer the most sustainable options, will be allocated for development in the Local Plan.
Sites can be nominated by completing and submitting our online form.
Alternatively, submissions can be made by completing and returning the downloadable site submission form.

Next Steps
The Council expects to publish its response to the consultation alongside all comments received in November 2026.
