Barrowford Neighbourhood Plan

What's happening?

On Friday 15 November 2019, the day after the positive referendum result, the Barrowford Neighbourhood Plan became part of the statutory Development Plan for Pendle. From this date the policies in the Barrowford Neighbourhood Plan are a consideration when determining planning applications within the Parish of Barrowford. The plan will be formally made (adopted) at a meeting of Pendle Council.

What has happened so far

On 28 July 2015 Barrowford Parish Council submitted a formal written notification to Pendle Council stating its intention to prepare a neighbourhood plan.

A public consultation was held between 14 August and 25 September 2015 to give interested parties a chance to consider and comment on the proposed boundary for the neighbourhood plan area. Five responses were received all supporting the designation of the plan area.  

At a meeting of Pendle Council's Executive on Thursday 22 October 2015 it was resolved that the Parish area for Barrowford be designated as a Neighbourhood Area for the purposes of Neighbourhood Planning.

In May 2014 Barrowford Parish Council held two workshops to consider the emerging policies. Between 18 July and 8 August 2016 they then held an informal four-week public consulatation to allow interested parties the opportunity to comment on the draft Neighbourhood Plan.

Barrowford Parish Council carried out a formal six-week public consultation on its Pre-Submission Draft Neighbourhood Plan between 23 October and 1 December 2017. This consultation gave local residents and other interested parties a chance to comment on the content of the Neighbourhood Plan. Barrowford Parish Council submitted its Neighbourhood Plan to Pendle Council for Examination on 6 July 2018. A formal six-week public consultation on the Submission Plan was scheduled to take place between 20 July and 31 August 2018.

Barrowford Parish Council wrote to Pendle Council on 23 August 2018 withdrawing the plan from consultation, so that they could revise part of the plan and resubmit it in due course.

Barrowford Parish Council submitted its Neighbourhood Plan to Pendle Council for Examination on Friday 23 January 2019. A public consultation took place between Friday 8 February 2019 and Friday 22 March 2019.

Following the close of the consultation the Submission Plan, accompanying documents and all comments received were sent to the person appointed to conduct an independent examination of the Plan. Provided that the examination is successful the Plan will proceed to a public referendum. If a simple majority of votes are in favour of the Neighbourhood Plan we will formally adopt the Plan. It will then be used to determine planning applications in the Barrowford neighbourhood area.

The Examination concluded on 29 August 2019, when the Examiner issued his final report. 

The Barrowford Neighbourhood Plan successfully progressed through its Examination. At Policy and Resources Committee on 19 September 2019, the Council accepted the modifications set out in the Examiner's report. It was resolved that the Neighbourhood Plan should proceed to a referendum on Thursday 14 November 2019.

The Referendum was held on Thursday 14 November 2019 and the Neighbourhood Plan was approved. You can download the referendum results. The Plan was formally made (adopted) by Pendle Council on 17 December 2019.
