What is the Site Allocations and Development Policies DPD?

The Local Plan Part 2: Site Allocations and Development Policies (LP2) will allocate land for specific types of development or designate land for environmental protection. It will also contain planning policies which set out detailed requirements for new development and provide further guidance for officers determining applications for planning permission. 

What’s happening next?

Following the adoption of the Core Strategy in December 2015 the Council has been preparing a number of evidence base documents to support the policies in LP2. A Scoping Report and Site Assessment Methodology for LP2 has also been prepared. This document outlines the content of the plan and sets out how the sites will be assessed. 


The Council is now carrying out a ‘Call for Sites’ consultation where local communities, landowners, developers and other interested parties can suggest sites they think may be suitable for development. If you have a site you want to suggest please fill in a site nomination form and return it to the address below. 

Along with the ‘Call for Sites’, the following documents are available for comment as part of the six week public consultation which runs from: Friday 24th February 2017 until Friday 7th April 2017.

Copies of these documents can be viewed at Council shops and public libraries throughout Pendle during their normal opening hours.

What have we done so far?

Work on the site allocations plan started back in 2008. Since then a number of public consultations have provided people with the opportunity to suggest possible development sites to the Council for consideration. They also provided an opportunity for people to comment in these sites. 

The Council has received over 250 site suggestions. These will be assessed to determine their sustainability and ability to meet the development needs identified in the Core Strategy. The Council will use the assessment to select the best sites to be allocated in the plan.

The Council has determined that, in accordance with the Environmental Assessment of t Plans and Programmes Regulations 2004, the Local Plan Part 2: Site Allocations and Development Policies is likely to have significant environmental effects and that a Strategic Environmental Assessment (SEA) is required. The SEA Screening Statement and Determination document can be viewed below.
