Kelbrook and Sough Neighbourhood Plan

What's happening?

On Friday 28 October 2022, the day after the positive referendum result, the Kelbrook and Sough Neighbourhood Plan became part of the statutory Development Plan for Pendle. From this date, the policies in the Kelbrook and Sough Neighbourhood Plan are a consideration when determining planning applications within the Parish of Kelbrook and Sough. The plan was formally made (adopted) at a meeting of Pendle Council on 8 December 2022.

What has happened so far?

On 19 June 2017, Kelbrook and Sough Parish Council wrote to Pendle Council, stating its intention to prepare a Neighbourhood Plan.

Between 22 July 2016 and 19 August 2017, a public consultation was held to give people a chance to consider and comment on the proposed boundary for the neighbourhood plan area.

On 24 August 2017, the Council resolved that the Parish area for Kelbrook and Sough be designated as a Neighbourhood Area for the purposes of Neighbourhood Planning.

Kelbrook and Sough Parish Council carried out a number of informal consultation exercises to help formulate the Neighbourhood Plan for the parish.

On 13 September 2021, Kelbrook and Sough Parish Council issued its pre-submission draft Neighbourhood Plan for a 6 week public consultation This provided residents, businesses and other interested parties with an opportunity to comment on the plan proposals.

On 18 February 2022, Kelbrook and Sough Parish Council formally submitted its Neighbourhood Plan to Pendle Council for independent examination.

Between Friday 4 March 2022 and Monday 25 April 2022, Pendle Council held a public consultation to provide residents, businesses and other interested parties with an opportunity to review and comment on the final version of the Neighbourhood Plan.  

Following the close of the consultation, the Submission Plan, accompanying documents and all the comments received were sent to the appointed examiner to carry out an independent examination of the Plan. The appointed examiner was Mr Andrew Ashcroft BA Hons) M.A. EMS MRTPI. The Examiner's Report was published on 11 July 2022.

At  Policy and Resources Committee on 25 August 2022, the Council accepted the Examiner's modifications. It was resolved that the Neighbourhood Plan should proceed to Referendum.  

The Referendum was held on Thursday 27 October 2022 and the Neighbourhood Plan was approved. You can download the referendum results.
