Cosy Homes in Lancashire (CHilL)
If you are receiving certain benefits, there are a number of services we can offer to make sure your home is warmer, healthier and cheaper to heat.
You can claim free central heating if you have never had it before, and there is funding available for:
- cavity wall insulation
- loft insulation
- replacement boilers
Do I qualify?
You qualify if you or someone living in your house receives one of the following benefits:
- Pension Credit 'Guarantee Credit' element
- Income related Employment and Support Allowance (ESA)
- Income based Jobseekers Allowance (JSA)
- Income Support
- Working Tax Credit
- Child Tax Credit
- Universal Credit
- Disability Living Allowance
- Personal Independence Payment (PIP)
- Carers Allowance
- Severe Disablement Allowance
- Constant Attendance Allowance
- Industrial Injury Benefits

Great British Insulation Scheme
You may be able to get free or cheaper insulation to reduce your home’s energy bills.
You might get support if your home:
- has an energy performance certificate (EPC) of D to G - check your EPC gov.uk
- is in Council Tax bands A-D - check your Council Tax band gov.uk
You can be a homeowner, landlord or tenant (either renting privately or from a housing association). If you’re a tenant, speak to your landlord before you apply. You’ll need their permission before any insulation can be installed.
How to apply
Use the online checker for the Great British Insulation Scheme to find out if you are eligible.
The tool will ask a series of questions - including how you heat your home, whether your home has solid or cavity walls, and if you are receiving any benefits. You can also call 0800 098 7950 for support.
I am on a low income but I do not get benefits
Contact us. Some other benefits might be eligible. You might also qualify under Local Authority Flexible Eligibility too.
