Colne, Barnoldswick and Earby Town Centre Masterplans
A long-term project to guide future regeneration in Colne, Barnoldswick and Earby is underway.
What is a Town Centre Masterplan?
It is a plan that will create a vision for each of the three towns for the next 10 to 15 years. Having a Masterplan means that each town has a clear set of priorities. It also means that it is quicker and easier to access funding when it becomes available in the future.
The plans focus on:
- employment opportunities
- the retail offer
- leisure opportunities
- housing
- healthcare
- community facilities
As part of the process, we have employed a design team called OPEN. They will look at things like:
- how people travel around the towns and the wider area
- how the towns feel for those walking around them
- what would create a stronger economy
- what would be a good mix of facilities for local people and visitors alike
Alongside this, the team from OPEN will look at what measures can be taken to address climate change and protect the natural environment. Once all this work has been done, OPEN will explore different options for each of the towns, shaped by data and your ideas, and then they will recommend an option for each town that will best transform the town centre.
Masterplan drop-in sessions
We want local people to get involved to make sure that these plans benefit the whole community.
These are the details of the first set of drop-in sessions:
- Wednesday 19 October - outside Colne Market (Colne Town Hall if poor weather), from 1pm to 4.30pm
- Thursday 20 October - New Road Community Centre, Earby, from 10am to 12.30pm

More drop-in sessions are planned for the coming months for anyone who wants to get involved in person.
