Town centre Masterplans
A design team called OPEN have been using your comments from the October 2023 consultations to develop Masterplans for Colne, Barnoldswick and Earby town centres.

What is a Town Centre Masterplan?
It is a plan that will create a vision for each of the three towns for the next 10 to 15 years. Having a Masterplan means that each town has a clear set of priorities. It also means that it is quicker and easier to access funding when it becomes available in the future.
The plans focus on:
- employment opportunities
- the retail offer
- leisure opportunities
- community facilities
As part of the process, we have employed a design team called OPEN. They will look at:
- how people travel around the towns and the wider area
- how the towns feel for those walking around them
- how active travel links and open spaces could be created
- what would be a good mix of facilities for local people and visitors
OPEN look at what measures we can take to address climate change and protect the natural environment.
OPEN explore different options for each of the towns, shaped by data and your ideas, and they will recommend an plan for each town that will best transform the town centre.
We are determined to make sure that each of the plans highlight the unique quality and character of each town.
Past Masterplan sessions
A team called PLACED held engagement events in October 2022.
They returned to Colne, Barnoldswick and Earby in July, August and September 2023 to present their findings and feedback from local people.
Using feedback from these sessions they have created a Masterplan for each town.
