What is the SCI?
The Statement of Community Involvement is one of a number of documents that will make up the new Local Development Framework (LDF) for Pendle. It is different from other LDF documents in that it is not concerned with actual planning matters. The purpose of the SCI is to set out the Council's proposals for involving the local community and key stakeholders in the preparation of its Local Development Framework.
The SCI is an important document within the new Local Development Framework. It provides a reference point that will describe the Council's procedures and arrangements for involving the local community in the development and review of planning documents; the consideration and determination of planning applications and major proposals for development; and will show that this process of involvement can be resourced and managed effectively.
The key issues to be addressed in the SCI are:

Current status of the SCI
The SCI was adopted in March 2007 and is available to download using the links below. The preparation of new LDF documents and the consideration of planning applications must comply with the consultation commitments contained within the SCI.
Previous Work Stages
Before a Statement of Community Involvement can be formally adopted by the Council it must progress through four stages of preparation, similar to that detailed in the Development Plan Document process. Integral to the process wass early and continuing consultation with the public and key stakeholders.
Issues and Options (completed April 2006)
In the early stages the Council assembled information to inform the scope and form of the Statement of Community Involvement. This required some survey work in order to complete identified gaps in provision. In examining the options for fully engaging the local community in the consultation process, views were gathered from parish councils, planning agents, voluntary groups, businesses, public sector organisations and others (Regulation 25).
The information obtained from this informal consultation was used to inform the preparation of the Pre-submission Draft Statement of Community Involvement.
Preferred Options and Submission (completed December 2006)
Following preparation of the Pre-submission Draft Statement of Community Involvement it was subject to a six-week period of public consultation from 12th June to 24th July 2006. This provided the wider community with an opportunity to comment on the type of community involvement and consultation proposed (Regulation 26) and 30 representations were received.
The Pre-Submission Consultation Statement identifies the bodies contacted as part of the Regulation 25 and 26 consultations. It summarises the main issues raised, outlines the Councils response to these representations and indicates how these have been addressed in the Submission Draft SCI. It is available to download below.
The consideration of views made during this consultation period (Regulation 27) and any new government guidance helped to inform the preparation of the Submission Draft Statement of Community Involvement, which was sent to the Secretary of State for consideration on Friday 3rd November 2006 and was published for a further six weeks of formal public consultation (Regulation 28), receiving 21 representations in total.
Stage 3 - Independent Examination (completed Febuary 2007)
An independent inspector considered the soundness of the Submission Draft SCI and any unresolved representations as part of an independent examination. The inspector prepared a binding report for the Council, setting out the changes that were required to be made before the SCI could be adopted.
Stage 4 - Adoption (completed March 2007)
The Council incorporated the inspector's changes into the Statement of Community Involvement, before adopting and publishing the document. The proposed date for adoption was August 2007, however the actual SCI was adopted on the 29th March 2007 due to a much more rapid examination procedure than anticipated.
