Executive to consider Council’s Medium Term Financial Plan

Pendle Borough Council’s Executive is set to consider its Medium Term Financial Plan for 2027-30, which includes a strategy to achieve a balanced budget in 2027/28.
The Council continues to face significant financial challenges and whilst the Government’s three-year funding settlement has offered some certainty of funding, it’s against a backdrop of increasing demand for services and rising delivery costs. 
The Medium Term Financial Plan 2027 - 30 shows a potential funding deficit of £1.623m over the period, with a funding gap of £447,000 in 2027/28.
Tonight (Thursday 25 June), councillors will discuss a proposed approach to closing the budget gap and delivering a balanced budget in 2027/28.
Councillor Asjad Mahmood, Leader of Pendle Borough Council, said: “Our strategy of Grow, Charge, Save and Stop, supported by the prudent use of reserves, remains central to our approach to managing the Council’s finances.
“We have a responsibility to set a balanced budget whilst also considering the interests of the successor unitary council as Lancashire moves towards Local Government Reorganisation (LGR).
“If LGR goes ahead as planned, the financial year 2027/28 will be the last year of Pendle Borough Council.”
The proposed approach includes:
- bringing forward opportunities identified in the Council’s Financial Strategy
- ensuring any proposed budget growth is matched by equivalent savings
- reviewing the Council’s fees and charges
- reducing the grant provided to Pendle Leisure Trust
- using £500,000 of reserves to support the budget
- reviewing remaining reserves and balances.
