The byelaws include acupuncture, tattooing, semi-permanent skin colouring, cosmetic piercing and electrolysis.

Councillor David Whipp, Leader of Pendle Borough Council, said: “We’re committed to protecting the health of our residents which is why we’ve updated our byelaws.

“The original byelaws were adopted in 1987 and have been revised to include skin and cosmetic piercing.

“Byelaws establish clear requirements to ensure the procedures, equipment and facilities used are safe, hygienic and prevent the spread of disease.”

Councillor Mohammed Hanif, Portfolio Holder for Health and Leisure, added: “Any businesses which offer these services will be regulated using the updated byelaws.

“This ensures a consistent standard of practice across the borough and safeguards the health of both customers and service providers.”

The Council has written to all Pendle businesses that provide these services asking owners to abide by the byelaws and make sure their registration certificate is on display in their premises.

Anyone who runs a business which falls into any of these categories must apply for a personal treatment licence.
