Unauthorised gate removed from public footpath in Barrowford

Pendle Borough Council has removed an unauthorised gate from a public footpath in Barrowford following repeated reports of obstructions and antisocial behaviour.
Over the last 15 years there have been more than 40 reports of the footpath being unlawfully blocked and allegations of intimidation from a nearby resident.

Tom Partridge, Pendle Borough Council’s Countryside Access Officer, said: “Each report was followed up with an inspection and any obstructions were removed.
"In many cases, the concerns also involved the resident shouting abuse at people using the footpath in an attempt to intimidate them and deter them.”
Councillor David Whipp, Leader of Pendle Borough Council, said: “In 2024, we saw a marked increase in the number of people reporting obstructions and/or abusive behaviour.
“We made it clear that enforcement action would be taken if the situation did not improve, including removal of the unauthorised gate.
"As the behaviour continued, we have now followed through with that action.”
The gate was removed on Monday 18 August.
Councillor Mohammad Hanif, Portfolio Holder for Health and Leisure Services, added: “Public rights of way are there for everyone to enjoy, and we are committed to keeping them accessible and safe.
