Daily walk around vehicle check
From 1 November 2025, all private hire and hackney carriage drivers must complete a daily vehicle check at the start of each shift.
Checks must be recorded using either:
- the CheckedSafe app, or
- a paper check sheet
Paper checks
If using the paper check sheet:
- it must be carried in the vehicle at all times
- the vehicle must contain at least 7 days’ worth of completed checks
Enforcement
Drivers must be able to show a completed check record (paper or app) before starting their shift.
Failure to do so may result in licence suspension:
- 2 weeks (first occasion)
- 4 weeks (second occasion)
- Taxi Licensing Committee review (third occasion)
This applies over any rolling 2-year period.
Any false or untruthful vehicle check record may also result in the same enforcement action.

How to download the CheckedSafe app
The CheckedSafe app is available on Google Play and Apple.
CheckedSafe includes a 30-day free trial. After this:
- £1 per week for vehicle owners
- drivers who do not own their vehicle do not have to pay
How to register:
- To register, use: CheckedSafe Pendle Borough Council registration. (This will take you to the registration page and the direct debit form if you own a vehicle.)
- CheckedSafe will send your username and password after registration.
