Economic Recovery and Growth Strategy

The Pendle Economic and Recovery Strategy gives a full response to the impact of the COVID-19 pandemic on the borough. It supports our long-term strategy to build a strong and resilient economy. It shows that there have been unequal impacts on the groups, sectors, and places, most exposed to changing circumstances.  

This Strategy builds on our Jobs and Growth Strategy published in 2013.  That set out actions and priorities that allowed us to move forward to shape and secure significant investment including:  

  • Improvements to Junction 12 and 13 of the M65 to support economic and housing growth. 
  • A Strategic Employment Site at Lomeshaye providing 16hectares of new employment land. Using £7.4m from Lancashire Enterprise Partnership (LEP), Lancashire County Council and Pendle Borough Council.
  • Refurbishment of Brierfield Mill (Northlight). This allowed the relocation of Lancashire Adult Learning into Pendle. 
  • Superfast Broadband rolled out to 975 homes Pendle. 
  • A Strategic Housing Site at Trough Laithe and planning permission to deliver up to 500 new homes. Now on site and delivering.
