Pendle Community Cohesion

A Place Where Everyone Belongs

Pendle is a borough built on shared values, diverse communities, and a strong sense of belonging. At Pendle Borough Council, we believe that a cohesive community is essential to making our borough a welcoming, safe, and successful place for everyone—no matter their background, culture, age, or belief.

Our Community Cohesion Strategy 2025–2028 sets out how we aim to support integration, reduce inequality, and create lasting connections between people across Pendle.

What Is Community Cohesion?

A cohesive community is one where:

  • Everyone shares a common vision and sense of belonging
  • Diversity is not just respected—it’s valued
  • People from different backgrounds have similar life chances
  • Strong, positive relationships flourish in workplaces, schools, and neighbourhoods

Cohesion is about fairness, connection, and working together to build a better future for all.

Why It Matters

Councils play a vital role in promoting equality and preventing division. When groups experience unequal outcomes—whether tied to race, gender, faith, age, disability, or economic status—community cohesion can be weakened.

We are committed to:

  • Tackling hate crime, extremism, and discrimination
  • Promoting understanding between communities
  • Supporting inclusive policies and services
  • Fostering trust, collaboration, and civic pride

Our Vision for Pendle

Our vision is simple: a connected Pendle where people feel valued, included, and inspired to succeed. We want our borough to be a place where everyone can:

  • Raise a family
  • Build a career
  • Feel safe and supported
  • Celebrate heritage and culture
  • Contribute to a vibrant, inclusive community

Our Priorities

We are focusing on five key areas:

1. Promoting Social Inclusion

Creating spaces where all residents feel respected and connected.

2. Building Trust and Understanding

Breaking down barriers and encouraging meaningful interaction between people of all backgrounds.

3. Empowering Communities

Giving residents the tools and opportunities to shape their future and take pride in where they live.

4. Addressing Inequality and Tension

Working with partners to prevent conflict, tackle misinformation, and respond to local or national incidents with unity and resilience.

5. Celebrating Diversity

Using our communications, events, and partnerships to highlight and uplift the voices and identities within Pendle.

How We're Making It Happen

We’re working in partnership with:

  • Local voluntary and community groups
  • Faith-based organisations
  • Schools and businesses
  • Public sector partners

Together, we are addressing the root causes of division—such as poverty, digital exclusion, housing issues, and health inequality—while creating platforms for shared learning, community pride, and cross-cultural exchange.

Join the Conversation

Cohesion starts with conversation. We’re creating more ways for residents to engage with council decisions, shape their neighbourhoods, and help build a stronger Pendle. Whether through community events, local forums, or online tools, your voice matters.
