Reviewing anti-social behaviour
If you're a victim of anti-social behaviour, you can use the Anti Social Behaviour Case Review (formerly known as the Community Trigger) to request a review of your case if:
- you have made 3 or more complaints in the last 6 months about the same problem, or
- you have reported 1 incident motivated by hate in the last 6 months
These criteria help us to identify the more complex cases of anti-social behaviour, so that they may be reviewed. If you haven't done already, you can report anti-social behaviour here.
The council, police, local health teams and registered providers of social housing have a duty to review how your case has been dealt with if you are not happy with the outcome.
You don't have to be the victim to use the ASB Case Review. As long as you have given permission, it can be used by any person acting on your behalf - a family member, friend, carer, councillor, MP or other professional person.
How do I use the ASB Case Review?
Fill in the ASB Case Review Form
You will need to provide:
- details of each time you've reported the dame ASB issue
- details of who you've reported the ASB to (name, organisation and/or Incident Reference Number)
- information about the anti-social behaviour itself

What happens next?
Our community safety officer will contact you to arrange to meet you and discuss your concerns. This will include any support and security needs. We will ask if you want to be at the review of your case, or if you would like to make an impact statement about how the case has affected you.
Our community safety officer will ask all the agencies involved to provide details of your complaints, and the actions they have considered and taken. This can take up to 10 working days.
We will let you know whether your case meets the criteria or not. If it does, then all relevant partner agencies will investigate and then meet to review your case. Agencies will:
- share information related to your case
- review what you discussed with the community safety officer
- review any action taken, and
- decide if additional actions are possible.
The Outcome
Once a review has taken place, we will let you know the outcome. If further actions are necessary, we'll discuss an action plan and timescales with you. This can take up to 10 working days after your case review has taken place.
If you're not happy with the outcome of the review, you can request a second stage review of your case. This will be carried out by our Head of Policy and Commissioning. You'll be contacted within 10 working days with the outcome of the second stage review. The second stage review may involve referring your case to the Pendle Community Safety Partnership or the Office of the Police and Crime Commissioner.
What if I don't meet the criteria?
If you do not meet the criteria for the ASB Case Review, our community safety officer will look at your case and contact you anyway.
Our performance
Between April 2024 and March 2925 three applications were received. One application was withdrawn by the applicant after the matter was resolved. One application was investigated and concluded in consultation with the applicant. One application was investigated, went to a Review Panel, resulted in an Action Plan agreed between the applicant and the Panel and the action plan is being implemented and will be subject to review.
Between April 2023 and March 2024 three applications were received. One did not meet the threshold, One was investigated and concluded in consultation with the applicant. One was investigated, went to a Review Panel, resulted in an Action Plan agreed between the applicant and the Panel and was concluded by implementing the action plan.
Between April 2022 and March 2023 we received three applications. One did not meet the threshold and was concluded in consultation with the applicant. Two were investigated and concluded in consultation with the applicant without the need for a Review Panel.
Between April 2021 and March 2022 we received 2 applications. One did not qualify when discussed and agreed with the complainant that it did not meet the definition of causing harassment, alarm and distress. The other has been investigated, a Review panel held and the outcome agreed with the victim.
Between April 2020 and March 2021 we received 3 applications; 2 qualifying and 1 did not qualify because no complaints had been made. Of the 2 qualifying complaints both were investigated, reviewed and recommendations made. One has been resolved in consultation with local residents and following a successful Community Protection Notice Prosecution. The other is closed due to the original complainant moving away but remains active with actions in hand from the recommendations.
Between April 2019 and March 2020, we did not receive any applications to activate an ASB Case Review.
Between April 2018 and March 2019, we did not receive any applications to activate an ASB Case Review.
Between April 2017 and March 2018, we received 3 applications. None of the 3 were qualifying complaints. Two were anonymous and there was no way of contacting the applicant. The third was outside the qualifying time period.
Between April 2016 and March 2017, we did not receive any applications to activate an ASB Case Review .
Between October 2014 and March 2016, we received 1 qualifying application which was reviewed, recommendations made and actions taken to resolve the issue.
