Proposed Keighley Road Conservation Area

All councils are legally obliged to consider whether there are areas that have special architectural or historic importance.

These areas are assessed using criteria set out by Historic England.

An independent appraisal of the potential conservation area has been undertaken by Growth Lancashire. This considers that the area has historic and architectural value that is worthy of designation.

We are conscious that people have questions about what a conservation area means for them and what impact it could have on future developments. The documents will help you with some of the common questions people have about the implications.

We carried out a survey to give residents the opportunity to share their views. The survey closed on 21 January 2026, and the responses received will be considered by Pendle Borough Council’s Executive Committee. The aim is for the matter to be presented to the Executive on 16 March 2026.
