Pride in Place Impact Fund

Introduction 

Through the Pride in Place Impact Fund, the Government is providing £1.5m of capital funding to Pendle Borough Council. It aims to foster local pride by delivering quick, visible improvements to community spaces, high streets and public spaces by March 2027. The funding is not intended to be used for repairing potholes.

Funded projects should fall into one of the following objectives of the Fund:

Community Spaces - buildings and indoor spaces

Creating, extending, improving or refurbishing existing community facilities.

Public Places - outdoor recreational spaces

Enhancing the physical environment in public spaces. Examples include new or improved green spaces or public squares, improved outdoor play, sports or leisure spaces, installing street furniture, public art or wayfinding signs.

High Street and Town Centre Revitalisation - regenerating high streets and local shopping areas

Making these areas more attractive and welcoming places where people congregate and which encourageItconomic activity. Projects need to be affordable and deliverable and should provide community value.

The Programme in Pendle

Pendle Borough Council has decided to use the funding across Barnoldswick, Barrowford, Brierfield, Colne and Earby -together with surrounding villages. The funding allocations are based on the populations of different areas. Nelson has a separate Pride in Place Programme.

The Council's Area Committees and local Town and Parish Councils were asked to suggest projects in their areas, meeting the Fund's objectives. In some cases they have agreed to contribute funding, but the cost of suggested schemes is more than the funding available. 

Projects have been prioritised according to how well they fit into the Government's objectives, their affordability and the likelihood of being carried out in the time available.

Barnoldswick

  • Create a Pump Track at Victory Park and renew ramps at the Wheel Park
  • Create a small permanent performance space at back of the Town Square
  • Complete pavement accessibility improvements on Newtown
  • Extend and improve the Stream and Steam Heritage Trail, with new locations and digital access
  • Extend Letcliffe Park's Sculpture Trail
  • Refurbish public toilets at Salterforth
  • Improve paving at Salterforth's War Memorial and install a flag pole
  • Create a tree nursery

Barrowford and Pendleside

  • Improve Holmefield House with a new community kitchen and energy reducing solar panels
  • Install a new community noticeboard in the grounds of Holmefield House, by the roadside for passers by
  • Replacement of play equipment for older children in Memorial Park, with new and better equipment
  • Replacement of the Outdoor Gym in Memorial Park
  • Install new signage (directional finger posts) at all entrances and main walkways in Memorial Park 
  • Wall repairs and footpath widening along Coronation Walk, in Memorial Park
  • Bench refurbishments, railings and street furniture improvements, including a new lick of paint, around the lake in Victoria Park
  • Install a new raised Shuttle shaped flower planting bed next to the public toilets in the town centre of Barrowford Improvement of the Community Outdoor Children's Play Area In Higham, for better useability, safety and attractiveness
  • Replace the play surface at the park adjacent to Beverley Road in Blacko Creation of a new community therapy garden space in Old Laund Booth Parish. Designed to promote wellbeing, outdoor activity and community use 
  • Create new raised garden beds and planters in Roughlee for the community to enjoy and purchase new Children’s play equipment for the park in the village centre 
  • Fix the lagging roof at the village hall in Roughlee and purchase a secure box to house the emergency generator
  • Re-lay the sunken cobble setts at the war memorial area in Barley in order to stop ponding (large puddles), to improve the visitor experience
  • Invest in museum display enhancements and display redesign to enhance the visitor experience at the Pendle Heritage Centre museum

Brierfield

  • Refurbish the play equipment at Sackville Street Park playground; resurface and reline the multi-use games area and install new lighting; install street bollards at Sackville Street to enhance safety in this busy play area
  • Resurface, reline and replace the gate at Elland Road/Taylor St Multi-Use Games Area
  • Enhance the public approaches between Beatie Street and the Town Square, to make a more welcoming approach to the town centre for visitors; this could include new lighting, upgrading of paths and untidy patches of grass with flower beds
  • Building refurbishments at Brierfield Town Hall
  • Improvements in the Community Centre

Colne and District

  • Renew paving around Colne's War Memorial
  • Re-build the wall at Alkincoats Park's Secret Garden and create new beds
  • Improvements at King George IV's Playing Fields: railings and gates for bottom of Varley Street side, line marking for two junior football pitches, installing benches for the pitches and rebuilding flower beds at the bottom of the field
  • Improve public realm on Market Street near to Market Hall with street furniture, cleaning of the Market Cross, providing improved power supply for events and markets, refreshing the railings and painting a new mural overlooking Parliament Street car park
  • Improvements at Waterside's Millennium Green. Development of the middle tier; raised planting beds, picnic benches etc
  • Repair walls, plant trees and wild flowers at Alkincoats Nature Reserve. 
  • Restoration of Colne Town Hall's clock
  • Town Branding and Way Finding Project: to install Street signs with embedded QR codes linked to cultural information about Colne
  • New Market Street: Heritage Style Lamp Posts
  • Colne Youth Action Group - Low Carbon energy retrofit consisting of acoustic panelling, ceiling insulation, a new insulated door
  • Refurbish the toilets at Ball Grove and the sports pavilion, Trawden
  • Resurface play area, Foulridge
  • Re-roof the village hall, Foulridge
  • Contribution to new play area, Laneshaw Bridge

Earby

  • Rushton Avenue play area resurfacing
  • Birley Playing Fields new footbridge across Wentcliffe Beck to improve accessibility
  • Earby Memorial Park, Sough changing rooms and toilet refurbishment
  • Earby Memorial Park drainage for the Football Pitch
  • Contribution to Kelbrook play area improvements
  • Proper seats installed at Earby Bus Station shelter
  • Refurbish the upstairs room to create a community space at Earby Town Council, Victoria Road
  • Repainting of street furniture along Victoria Rd/Water St/Colne Road
  • Extend the accessible paving scheme on Victoria Road between the bus station and Water Street
  • New festive lighting
