Northlight

Our 16 years of strong partnerships through Pendle Enterprise and Regeneration Ltd (PEARL) has demonstrated regeneration success.

£57m of projects are complete with a further £70m in the pipeline as our partnership with Barnfield Investment Properties (BIP) continues to flourish.

Our joint partnership’s stand out accolade is Northlight – a £32m transformation of Brierfield Mill, a former cotton mill purchased in 2013 and refurbished to create a living, working, learning, leisure and cultural destination. Nelson Town Deal

We’ve been awarded £25m from the Government’s Towns Fund to support improvements across Nelson through regeneration, improving skills and enterprise and connectivity.

The views of residents, businesses and stakeholders were considered throughout the development of the Town Deal investment plan.

Working with numerous partners and community groups, the money is being invested in seven key projects:

  • A Revitalised Nelson - bringing long-term vacant and under-used buildings back into use, including Pendle Rise shopping Centre
  • Accessible Nelson - improving traffic flow and providing better walking and cycling opportunities
  • Advanced Digital Skills Academy - creating new skills facilities
  • Business Resilience and Growth - grants to support businesses expansion projects
  • Healthy Town - improving Nelson’s leisure facilities including three parks
  • This is Nelson - a five year arts and culture programme
  • Pendle YES Hub - a one-stop shop to support Pendle’s 16-24 year olds with work and training.

Business Grants

Pendle Borough Council runs three business grant programmes.

Nelson Town Deal grants are for businesses in Nelson up to the value of £100,000 for either new equipment, carbon reduction or premises improvement. These grants are funded by the Government’s Levelling Up Fund.

So far, this programme has supported 23 businesses, generated 143 jobs and safeguarded 305 jobs.

There are also new business grants being administered by Pendle Borough Council and funded by the Department of Levelling Up and Communities and Housing, via the UK Shared Prosperity Fund.

The purpose of the Innovation and Productivity Grants is to support Pendle businesses with investment in research, development and innovation.

Levelling Up

£6.5m of Levelling Up money will breathe new life into Colne for both residents and visitors.

The funding is going towards bringing The Little Theatre, The Muni Theatre and Pendle Hippodrome back to their former glory, raising the curtain on entertainment in the area for years to come and making Colne an even livelier and more vibrant cultural destination.

Colne Market Hall will be refurbished with improved space for market traders, and above, nine existing apartments will be refurbished to modern living standards.

Nelson Long Term Plan

Nelson is one of 75 towns across the country to receive endowment-style Levelling Up funding over the next 10 years to invest in local people’s priorities.

It is different to Nelson Town Deal and will focus on:

  • improving transport and connections to make travel easier for residents and increase visitor numbers
  • tackling crime and anti-social behaviour
  • enhancing town centres by looking at re-purposing empty shops, creating more green spaces and cleaning up streets

A Board has been created which includes representatives from Positive Action in the Community, Lancashire County Council, police, education, health, business and the voluntary sector, to move the plan forward.

Pendle Connects

Supported by Pendle Borough Council, Pendle Connects provides a platform for networking, sharing information and business generation.

The quarterly events are open to all Pendle-based businesses, as well as those trading in Pendle, and offer the chance for business owners to interact with each other and share their journeys and challenges. For more information on Pendle Connects, visit pendleconnects.uk
