Proposed Keighley Road Conservation Area

All councils are legally obliged to consider whether there are areas that have special architectural or historic importance.

These areas are assessed using criteria set out by Historic England.

An independent appraisal of the potential conservation area has been undertaken by Growth Lancashire (CA appraisal URL). This considers that the area has historic and architectural value that is worthy of designation.

We are conscious that people have questions about what a conservation area means for them and what impact it could have on future developments.

The documents will help you with some of the common questions people have about the implications. We would like to know what you think about designating the area centred on Keighley Road as a conservation area.

If you would like to have your say, please complete the online questionnaire before 21 January 2026.

Once we have received all the comments, the decision on the application will be taken by Pendle Borough Council’s Executive Committee. The aim is to get the matter to the Executive on 16 March 2026.

If you would like to discuss this in person with us, drop-in sessions are taking place at:

  • Colne Library - Saturday, 10th January 2026, 11am until 2pm
  • Colne Library - Wednesday, 14th January 2026, 10am until 1pm
  • Colne Cricket Club – Wednesday, 14th January 2026, 5pm to 8pm

We look forward to hearing from you.
