Multi-million driving force of Pendle’s pioneering joint venture

Pendle’s joint venture company PEARL – Pendle Enterprise And Regeneration Ltd - has clocked up a staggering £87 million of projects since it was established 12 years ago.

The strong performance of the partnership between Pendle Borough Council and Barnfield Investment Properties, was reported to councillors at the Policy and Resources Committee meeting in June.

Council Leader, Councillor Nadeem Ahmed stated: “It’s clear that PEARL continues to be a huge success story for Pendle.

“And we are immensely proud of PEARL’S flagship project Northlight. 

“Together we have totally transformed the iconic Brierfield Mill complex, protecting the Grade II building’s heritage.

“And there are a range of exciting new opportunities for businesses to make their home at Northlight,” he explained. 

Tim Webber, Managing Director at Barnfield and a PEARL Board member said: “As a developer with deep roots in Pendle we are passionate about the huge progress we have made, working in partnership with Pendle Borough Council.

“Our work is continuing on three schemes, including the second phase of stunning modern apartments at Northlight which is close to our Barnfield HQ on Lomeshaye Industrial Estate.” 

Councillor Ahmed added: “PEARL developments have huge benefits for local residents.

“I urge people to look at the opportunities to be part of this success story and enjoy a good quality of life with more housing choice and opportunities for business to start up and grow in Pendle.”

Demand has been high for Northlight apartments with just five of the completed 40 apartments still available. 

Sales and reservations are now being made for the second phase of 45 apartments which are under construction in the southern half of the mill – 10 are already sold. Details are available on www.northlightestates.com

Councillors also heard how the PEARL partnership has resulted in 246 new houses being built or brought back into use and over 100,000 square feet of commercial floor space being built or refurbished. 

PEARL’s other successes include ongoing work to extend Lomeshaye Industrial Estate to help businesses expand or re-locate in Pendle, with work to construct a new road and provide gas, water and electricity thanks to £3 million from Lancashire Enterprise Partnership and Lancashire County Council. 

Councillor Ahmed added: “PEARL continues to be a driving force for regeneration in Pendle, with more schemes in the pipeline.”

These include: 

  • Eco-friendly housing development at Harrison Drive, Colne which is nearing completion. The homes will take advantage of the latest in green technologies for their power and heating.

    The development has been made possible thanks to £3.5m Homes England Strategic Partnership funding and is the first project of a new partnership called PEARL Together working with Together Housing to provide affordable homes. 

  • Just two family homes left to buy at the small Greenfields View development off Carry Lane, Colne, which are complete and ready to move into. Details on  www.barnfield-homes.co.uk 
  • Langroyd Place in Colne is now complete and has transformed a derelict site to a cul-de-sac of homes which were snapped up by first-time buyers and families.
  • Transformation of Colne Market and bus station through Government Levelling Up funding
  • The re-development of former cottages.com Spring Mill in Earby for a range of housing
  • A partnership with Together Housing for affordable housing for older people on the Bankhouse Road site in Nelson.
