Settlement Hierarchy and Sustainable Rural Settlements Study (SHSRS)

What is the SHSRS?

The Settlement Hierarchy and Sustainable Rural Settlement study will provide an important part of the evidence base information which will be used for the preparation of the Core Strategy and Land Use Allocations Development Plan Documents.

The aims of the study are to: 

  • Identify which rural settlements in Pendle are the most sustainable. 
  • Recommend a settlement hierarchy to be considered as part of the Local Development Framework

The objectives of the study are to:

  • Identify the rural settlements in Pendle
  • Provide contextual and demographical information about each of these rural settlements 
  • Identify the key facilities present in each of the rural settlements
  • Identify the key services, including supported services available to each rural settlement e.g. community transport 
  • Identify organised community activities, which take place within the rural settlements
  • Measure the accessibility to facilities, services or activities where they are not present or made available within the rural settlement.
  • Score each rural settlement against a list of sustainability criteria. 
  • Compare and contrast the sustainability of each of the rural settlements with a view to highlighting potential areas for service and/or facility improvement, a potential settlement hierarchy and settlements capable of potential growth.

 

Current status of the SHSRS

The draft Settlement Hierarchy and Sustainable Rural Settlements study was approved by the Executive for consultation on Thursday 22nd May 2008. The document was widely publicised and made available for comment for 6 weeks up until Monday 21st July 2008. A number of representations were received during this period.

The Council will consider all representations received, and will publish responses and modifications to the draft Settlement Hierarchy and Sustainable Rural Settlements study, in due course. 

 

Previous work stages

There were a number of stages involved in preparing the SHSRS:

Stage 1: Scoping work

The first stage of the study was to determine which settlements to include in the assessment, the criteria to be used to assess the sustainability of the settlements and the accessibility parameters.

Stage 2: Desktop and physical survey work

The second stage of the study was to undertake a desktop survey of each settlement to find out basic key facts, including demographic and population data. Site visits to each settlement were made in order to make a physical assessment and to record the presence of services facilities.

Stage 3: Analysis and draft report

Analysis of the demographic and survey data was undertaken providing information on the sustainability of each settlement. This information was used to draw-up a recommended settlement hierarchy for Pendle. The results from the study are detailed in the draft SHSRS report which is now subject to a six week public consultation (details above, download below).
