Parking enforcement: Outline

Pendle's Car Parks

Parking in all of Pendle Council's car parks is free. These can either be long-stay car parks or short-stay ones. The maximum length of stay in a short-stay car park is two-and-a-half hours. If you think you may need longer than this, we'd recommend you use a long-stay car park instead.

Pendle Car Parking DiskWhen using one of the short-stay car parks, you must display a disc showing your time of arrival. These parking discs are available free of charge at all Council offices and many nearby shops. Alternatively, you can telephone Engineering and Special Projects on 01282 661053.

The short-stay car parks are patrolled on a regular basis by civil enforcement officers, who may serve a Penalty Charge Notice (PCN) if they have reason to believe that a vehicle is contravening the parking regulations.

You will contravene the regulations if:

  • you fail to display a disc (although we give 15 minutes to obtain one after parking in the car park)
  • you show a false time of arrival (the disc should be set to the nearest quarter mark)
  • you subsequently return to the vehicle and alter the time displayed on the disc
  • you park for longer than two-and-a-half hours
  • you re-park your vehicle in the same car within two hours of driving away
  • you park beyond the bay markings (ie your vehicle occupies two parking spaces).

On-Street Parking

From 7 September 2009, on-street parking enforcement is carried out directly by Lancashire County Council. The scheme, which replaced ParkWise, is known as Lancashire Parking Services.

The new service enforces on-street restrictions such as parking on double yellow lines, limited waiting bays, residents-only parking bays, parking in bus lanes and parking on pedestrian crossings.
