Street traders required to apply for Street Trading Consent

If you trade your wares on the streets of Brierfield and Nelson, you need to apply for Street Trading Consent now.

At last week's annual Pendle Council meeting, councillors approved plans that require street traders to have Street Trading Consent before they go out into local neighbourhoods.

Street Trading Consent applies to anyone who sells anything door-to-door or who sets up a stall or van on streets in Brierfield and Nelson.

Councillor Eileen Ansar, Chair of the Licensing Committee, explained:

"Over the last few years local councillors have been hearing from residents who are concerned about the volume and type of street traders who call at their homes.

"It's been a particular problem in Brierfield and Nelson, and we've been listening to residents' concerns.

"Last September we took action to control street trading in these areas, by designating certain streets as Street Trading Consent Streets.

"This meant that no one could trade there without first getting the Council's consent.

"We went one step further by making Brierfield's Arthur Street and Walter Street prohibited streets, where street traders simply cannot go.

"But there has been no legislation to support our actions until now."

By adopting a procedure for dealing with applications for Street Trading Consent, the Council has greater control over who is out there selling to Pendle residents.

Genuine traders are welcome to continue to trade; all they have to do is apply to the Council for Street Trading Consent.

Mick Armfield, Licensing Enforcement Officer, said:

"Traders selling items such as ice cream, fish, fruit and vegetables, can get application forms by contacting the Licensing Team at Nelson Town Hall.

"We're asking them to apply now, so that their Consent will be in place, if approved, by 15th August when we start to implement it.

"After that date anyone found trading without Street Trading Consent could be prosecuted and could face a fine of £1,000."
