What is the Land-use Allocations DPD?

The Land-use Allocations DPD will identify and allocate sites for specific land uses (including mixed uses) in Pendle. Allocations will reflect the strategic development locations identified in the Core Strategy, and any allocations contained in our Area Action Plan DPDs.

How is the Land-use Allocations DPD prepared?

Current status of the Land-use Allocations DPD

We have received another huge response to our latest public consultation, which took place in February / March 2010. Together with those submitted in earlier rounds we now have over 2,000 comments and 200 sites to consider. 

It will take the Council several months to carefully consider each site proposal, together with any letters of objection or support that have been received. External consultants will also carry out a detailed process known as sustainability appraisal, which will consider the economic, social and environmental impact of the various site proposals. 

When this work is complete and the public consultation on the Preferred Options Report for the Core Strategy concluded, the Council will identify sites for inclusion in the Preferred Options Report for the Land-use Allocations DPD.

LDF Site Search - Comments on Stage 2 Sites

This consultation gave you the opportunity to have your say on the additional sites (proposals) that were submitted to the Council in Summer 2009. 

In total we received approximately 1,000 comments on the sites suggested at Stage 2. This consultation did not allow for any further sites to be put forward for consideration. 

The six-week public consultation ran from Friday 8th January to Monday 22nd February 2010.

LDF Site Search - Call for Sites 2 and Comments on Stage 1 Sites

This consultation gave you the opportunity to to tell us whether you agreed, or disagreed, with any of the sites that were put forward during the first Call for Sites in summer 2008.

It also allowed you to put forward additional sites for consideration, or to suggest alternative proposals for those sites already submitted.

We also carried out a mapping exercise to review and 'tidy up' the settlement boundaries. This resulted in a number of minor amendments, which were also included in the consultation document.

In total we received approximately 1,000 comments on the sites suggested at Stage 1 and 50 new site submissions (proposals).

The six-week public consultation ran from Friday 10th July to Monday 24th August 2009.

LDF Site Search - Call for Sites 1

In summer 2008 we asked you to tell us about:

  • Sites that may be suitable for development in the future
  • Areas of land where development should be resisted, or
  • Locations where development should be required to meet higher standards.

To help show that any site proposals should help to deliver our spatial strategy for development in Pendle over the next 15 years, the Call for Sites formed part of our public consultation on the Issues and Options Report for our Core Strategy and Land-use Allocations DPDs.

We received 158 site proposals as part of this consultation.

The six-week public consultation ran from Friday 4th July to Monday 18th August 2008.

SEA/SA

Pendle Borough Council has determined that, in accordance with the Environmental Assessment of Plans and Programmes Regulations 2004, the Land Use Allocations DPD is likely to have significant environmental effects and that a Strategic Environmental Assessment (SEA) is required. The scoping report is the first stage of the SEA/SA process. It outlines Entec's proposed methodology for undertaking the sustainability appraisal and it sets out the baseline social, economic and environmental issues that Pendle faces as well as identifying those that are considered to be most significant. The baseline can then provide the basis for prediction and monitoring of significant environmental or other sustainability effects that may derive from the implementation of the Local Development Framework. 

A five week consultation period was run between Monday 30th October and Monday 4th December 2006. The report was also sent to the Environment Agency, English Heritage and Natural England in accordance with the Town and Country Planning (Local Development) (England) Regulations 2004. 

The final version of the scoping report comprises the submitted scoping report and consultation responses on the submitted report.
