Interim Housing Policy

Introduction

Over the last five years Pendle Council has been restricting the number of new planning permissions it has been granting for new housing developments. You may know this as the housing moratorium.

This policy was put in place because the Council had granted more than enough planning permissions to meet the housing targets set in the Regional Spatial Strategy (RSS).

A number of recent changes in policy at a national and regional level mean that the Council has had to review its policy on how planning permission for housing is granted.

The Council has prepared and adopted an Interim Housing Policy which has taken into account:

  • the adoption of the new RSS which states that housing requirements are 'not absolute targets and may be exceeded' (Policy L4, paragraph 7.19);
  • the need to deliver affordable housing as identified in the Burnley and Pendle Strategic Housing Market Assessment (May 2008); and
  • the downturn in the housing market which has resulted in lower completion rates for new housing.

Current Status of the Document

The Interim Housing Policy was adopted by Full Council on 10th December 2009. A copy of the adopted policy can be downloaded below.

Previous Stages of the Document

A consultation on the draft Interim Housing Policy was undertaken between Monday 3rd August 2009 and Monday 14th September 2009.

Copies of the policy were available online and at local libraries and Council shops/offices throughout Pendle.
