What is a Local Development Framework?

The Planning and Compulsory Purchase Act (2004) has introduced a new planning system for England and Wales. The Act has initiated significant reforms to all aspects of the planning function, including the format of the Statutory Development Plan for the area. In particular, the Pendle Local Plan policy document (adopted May 2006) will be replaced with a suite of planning documents called the Local Development Framework (LDF).

For further information;

It is anticipated that the wide reforms introduced through the 2004 Act will lead to a more streamlined planning system. They will also increase the opportunity for public participation, and promote a more proactive approach to managing development.

Structure of the Pendle Local Development Framework

The Pendle LDF will comprise a number of different planning policy documents, the Pendle LDF Diagram summarises each of these. In short, documents can be grouped into four categories.

Development Plan Documents (DPDs)

DPDs will set out the policies used to control development in Pendle.

Evidence Base Documents Evidence base documents include technical reports and surveys detailing issues such as the availability of land, and the anticipated future demand, for the development of housing, employment, retail and leisure uses. Framework is the newsletter produced to help keep you up to date on the latest developments in planning policy in Pendle. The short articles within each newsletter are designed to help cut through the jargon and gain a better understanding of what we are trying to achieve through the LDF.

How to keep in touch

The Council will be running consultations on a regular basis during the preparation of the above LDF documents. If you wish to be added to our LDF contacts database please send an email to ldf@pendle.gov.uk with your contact details, stating which of the above documents you are interested in, and which method of contact you prefer (email or post). We will then ensure that we get in touch with you at any key preparatory stages.

Wherever possible the Council wishes to involve and consult with people electronically through our website, and via email. This will allow us to circulate information quickly and easily in a cost effective manner. Paper copies of all documents can be made available on request.
