Environmental Health comments on planning applications
As part of the planning process, when the Council's Planning Department receives an application for a proposed development they ask Environmental Health Services for comments. We will look at the application and consider potential environmental impacts, such as:
- Noise/Vibration (including from the construction process)
- Odour/Dust
- Air Quality/Smoke
- Light
- Drainage
- Contaminated Land
For large developments in particular, we may ask for a survey to identify any land contamination due to past industrial uses, or an assessment of the effect the finished development will have on air quality.
We have a wide range of standard conditions covering noise, vibration, odour, dust, smoke and light pollution. These cover environmental impacts during construction as well as from the finished development. Where we do not have an appropriate standard condition we will devise a unique one for that particular situation.
We have also published a Code of Practice on Construction and Demolition. This gives advice to those involved in planning applications on how to minimise nuisance caused to residents near large development sites.
It should be noted that comments and conditions suggested by Environmental Health Services may not be approved by the Planning Committee, therefore any objections or comments you have to make on a planning application should be forwarded to the Planning Department.

As well as asking for conditions to control major impacts of development we will advise on improvements. For example if plans for flats show that bedrooms and living rooms of different properties adjoin, we will advise the applicant to consider redesigning the layout to avoid neighbour noise problems.
