Research and Data Analysis

To gain an understanding of the needs of the local community we carry out
research using primary and secondary methods. The data obtained is then
analysed to identify where the gaps are and what are the needs and aspiration of the community.  Most importantly it provides an evidence base to develop polices and strategies and the rational for decision making. 

Data sources used in strategic housing

Strategic Housing Market and Strategic Land Availability Assessments

Using data from the Strategic Housing Market Assessments (SHMA),
Strategic Land Availability Assessments (SHLAA) and Affordable Housing Site
Viability Study (AHSVS) we analyse housing needs Information by ward to direct development of affordable and market housing. The data also provides information on needs of specific groups such as Older People, Black and Ethnic Minority groups and Gypsy and Travellers.

House Price Data

Quarterly house price is used to look at affordability as well as
assess house price change in the borough relation to regional and national
averages.

Social Housing Stock

In order to monitor the supply of social housing in the borough we keep an
account of social housing stock. The information on stock is obtained from
housing statistical appendices which is a government return form that is
completed annually.

The data also helps us to monitor the number of properties that are for
general let, sheltered and the number of properties adapted for people with
disabilities.

Stock Condition Survey

Pendle's stock condition survey was carried out in 2009. Its main purpose is to provide an accurate and robust stock condition and investment information on private sector housing.

Joint Strategic Needs Assessments (JSNA)

JSNA pulls together data related to health and its wider determinants to provide a full picture of needs in the population. In particular it provides detailed information at a local level, which is used to commission services for people that are in need.
