Housing Market Renewal or HMR was established by Central Government to tackle the most acute areas of low demand housing and its associated problems in parts of the Midlands and Northern England.

These associated problems include high vacancy rates, low house prices and an increase in absentee private landlords.

Pathfinders

The other Pathfinders are:

Regenerate Pennine Lancashire will contribute to the delivery of the Pennine Lancashire Housing Strategy and will continue the Housing Market Renewal (HMR) work initiated by Elevate. Regenerate Pennine Lancashire is owned by the seven Pennine Lancashire local authorities: Lancashire County Council and the borough councils of Blackburn with Darwen, Burnley, Hyndburn, Pendle, Ribble Valley and Rossendale.
