Strategic Housing Land Availability Assessment (SHLAA)

What is the SHLAA?
The Pendle Strategic Housing Land Availability Assessment will provide an important part of the evidence base information which will be used for the preparation of the Core Strategy and Land Use Allocations Development Plan Documents. The aims of the assessment are to:
- assist in demonstrating a continuous five year supply of housing land;
- provide a robust evidence base for the production of the Core Strategy and Land Use Allocations DPDs;
- establish a rank of sites in terms of their developability in order to determine whether they are suitable for inclusion as allocations in the Land Use Allocations DPD; and
- aid the regional planning body in their work to determine the future level of housing provision and distribution in the region.
The objectives of the assessment are to
- identify buildings and land that have development potential for housing;
- assess the expected level of housing provision of the identified land and buildings;
- assess the deliverability and developability of the sites by identifying constraints and sustainability issues that might make the site unsuitable and/or unavailable and/or unachievable; and
- incorporate the findings of the annual Housing Land Monitoring Report in terms of the supply of new dwellings, into the assessment.
Current status of the SHLAA

Previous work stages
There were a number of stages involved in preparing the SHLAA, a detailed methodology is available from the downloads section below
Stage 1 - Agreeing a Methodology (October - November 2006)
The SHLAA methodology was prepared, agreed and adopted by the Council on Tuesday 19th December 2006.
Stage 2 - Determining the Study Area (October-November 2006)
Stage 2 was undertaken as part of preparing the methodology report (see stage 1 above).
Stage 3 - Considering the Sources of Supply (October - November 2006)
Stage 3 was undertaken as part of preparing the methodology report (see stage 1 above).
Stage 4 - Planning and undertaking the survey of sites (January-February 2007)
Stage 4 included a desktop survey reviewing existing information and undertaking a site search exercise. A consultation exercise was undertaken at this stage to ask people to put forward sites to be considered in the assessment.
Stage 5 - Initial Site Filtering (April - June 2007)
Council officers carried out site visits to every site and recorded some basic details about each site. An initial site filtering stage was then undertaken to remove those sites from the study which were severely constrained. Councillors and Parish Councils provided some useful local knowledge to assist in the site filtering stage.
Stage 6 - Quantifying the Supply (August 2007)
Once a final list of sites had been established it was then necessary to determine how many dwellings could be developed on each site. A workshop was held with a number of key partners using design templates to work out the potential yield of each site.
Stage 7 - Determining Developability (September - October 2007)
A scoring mechanism was established to consider each site's suitability, availability and achievability. At this stage the constraints of each site were assessed and a timescale for the potential development of each site was determined.
Draft Report Consultation
A draft report was produced presenting the overall findings of the assessment which underwent an eight week consultation period.
