Answer:

Most Planning Applications are dealt with by a scheme of delegation.

If applications fall outside of the criteria for the scheme of delegation they will need to considered by a planning committee (one of five Area Committees in Pendle).

If an Area Committee wishes to make a decision which is contrary to adopted Policy or where there may be a significant risk of costs the application will be referred to the Development Control Committee for decision.
