Lancashire Parking Services can issue a penalty charge notice to a vehicle which is parked across a dropped kerb, eg access to a driveway. This power came into effect on 1 October 2011. Of course, residents are allowed to park across their own driveways if they wish and therefore enforcement action will only take place if a resident reports an incident. However, Lancashire Parking Services has no powers to issue a ticket to a vehicle which has been parked with one or more wheels on the pavement where there is no dropped kerb and no other parking restriction.
