You require a licence for the following:

Acupuncture
Electrolysis
Skin piercing - if this involves ear piercing
Tattooing - yes
Selling second hand goods
Motor vehicle dismantling/selling used spare parts
A caravan site, unless it is occasional use only

You DON'T require a licence for the following:

Hairdressing
Camping sites
