Employment Land Review (ELR)

What is the ELR?

The main purpose of carrying out an Employment Land Review (ELR) in Pendle is to obtain an accurate assessment of the total future demand for, and the available supply of, land for employment uses within the Borough. The Pendle ELR will form part of the evidence base for the Core Strategy and Land Use Allocations Development Plan Documents.

Employment land reviews should focus on those employment uses or premises which are within the scope of PPG4 (DoE, 1992), specifically:

  • offices, both in town centres and elsewhere, including those for public administration;
  • light and general industry - wholesale and freight distribution; and
  • high technology premises, including research, business and science parks.

In line with the Employment Land Reviews Guidance Note (ODPM, 2004), the Pendle ELR involves three key stages of work:

  • Stage 1: An initial assessment of the current stock of employment land available in Pendle.
  • Stage 2: A detailed picture of future requirements, based on past-trends and forecasting methodologies.
  • Stage 3: An assessment of the gaps in supply and identification of a suitable portfolio of sites to address any identified gaps.

 

Current status of the ELR

The Employment Land Review was formally adopted by the Council on 19th March 2008. You can view a copy of the final, adopted report from the download section below.

 

Previous work stages

Stage 1: Assessment of current employment land stock

Work on Stage 1 of the Pendle ELR was completed in April 2007. A summary of the findings from this stage of work were made available at the time. Full details of this stage of work are now published in the final Employment Land Review report.

Stages 2 and 3: Assessment of future requirements and identification of a portfolio of sites

Work on Stages 2 and 3 of the ELR was completed July to December 2007. Full details of the work undertaken, and the findings of the work, are published in the final Employment Land Review report.

Draft Report Consultation

A six week consultation period was undertaken on the draft report in January and February 2008. A total of 11 representations were received and as a result a full list of proposed changes was produced prior to adoption of the final report.
