Railway Street Neighbourhood Masterplanning
As part of the Council's Housing Market Renewal programme, consultants Urbed have been appointed to draw up a detailed plan, known as a masterplan. This will set out practical proposals for regenerating the Railway Street area of Brierfield.
A map of the Brierfield Railway Street Neighbourhood Masterplanning area can be viewed by clicking here
The focus of the masterplan for Brierfield is to look at regenerating the housing areas between the main road and the railway and new development opportunities on vacant land.
Urbed undertook extensive consultation with residents and relevant organisations in the Railway Street area in 2006/07 , in order to identify what the issues were and to discuss what should be done to address them.
Consultation events took place in Brierfield in autumn 2006 and May 2007.
A draft preferred option for the area has now been produced and further consultation started on Saturday 29th November and will continue during early December 2008.
Consultation events took place in the area on November 29th and December 5th.
If you were unable to attend these events display boards showing the preferred option will be in Brierfield Library from Monday 1st December 2008 until Wednesday 10th December 2008
Alternatively, the preferred option display boards can be downloaded below together with the questionnaire for feedback.

Brierfield Canal Corridor Housing Project
The Brierfield Canal Corridor Housing Project was identified as an early project in the Area Development Framework for acquisition and demolition of properties for new residential development. As a result, it was included within the funding bid to Elevate and has been successful in obtaining funding on a yearly basis since 2004.
The project was the subject of a detailed consultation exercise during summer 2004, which included one-to-one meetings with owner-occupiers, tenants and landlords and meetings with groups of residents.
Following on from this consultation exercise, the Council revised the proposals to take some properties out of the demolition project area, but agreed the acquisition and demolition of 136 properties in total in 2 separate areas:
Area 1 : King Street/lower 'Holden Road'
- Acquisition of 35 properties in King Street and the lower part of Holden Road for demolition and redevelopment for new housing. Acquisition will be done initially by agreement, but Compulsory Purchase action will be pursued
- Acquisition of vacant and poor quality rented property in King Street Terrace by negotiation to provide opportunities for people displaced by clearance who want to stay in the area
Area 2: Berkeley Street/Claremont Street/Belgrave Street/ Veevers Street
- Acquisition of canalside land and 101 properties on Berkeley Street, Claremont Street, Belgrave Street and Veevers Street (odd numbers side) and selected gable end properties on Clitheroe Road, for demolition and redevelopment for a range of new housing. Acquisition of property will be done initially by agreement but Compulsory Purchase action will be pursued
- Acquisition of additional properties on the even side of Veevers Street by agreement to provide opportunities for some people displaced from the adjoining streets to stay in the area
Brierfield Canal Corridor Latest News
Following an extensive consultation and evaluation process, major housebuilder Miller Regeneration has been selected as 'the preferred developer' for the Brierfield Canal Corridor.

Miller's proposals for the Canal Corridor sites include the building of around 100 quality new homes, ranging from canalside apartments and five bedroomed villas and mews style houses to bungalows. It will also include up to 20 affordable houses to help residents whose homes will be demolished to remain in the area.
Miller will work closely with the local community in developing their plans. A steering group will be set up comprising of officers, councillors and resident representatives to oversee the regeneration process.

Government confirms Compulsory Purchase Orders for Brierfield Canal Corridor
The Government has approved Compulsory Purchase Orders for two Brierfield Canal Corridor sites.
This decision follows the Public Inquiry relating to land and properties off Clitheroe Road and King Street/Holden Road held at Nelson Town Hall from February 19 to 22nd.
Pendle Council has already bought the majority of the 138 terraced properties on the two sites. It means that work could start soon on a £15m flagship new housing scheme by Miller Regeneration.
Planning Inspector P.J. Asquith concluded that the Compulsory Purchase Orders were necessary to allow the Canal Corridor Housing Market Renewal re-development to proceed. He said this would enable the "timely redevelopment of the area" and promote its "economic, social and environmental wellbeing." The Inspector continued: "The proposed redevelopment will assist the aim of creating a better balanced housing market and the creation of a sustainable community." He added that public benefit would outweigh individual private loss and concluded it was in the public interest to confirm the orders.
The prestigious new development will be Pendle's first major new housing project under the current Elevate Housing Market Renewal (HMR) initiative. The development is expected to set a benchmark for future HMR projects across Pennine Lancashire. It will also have a key role in helping to revitalise the local housing market and act as a catalyst for future investment in the town.
Gateways Project

The Gateways Project will make external and aesthetic improvements to properties on major traffic routes into Brierfield. The majority of these properties will be improved to Decent Homes Standard and are situated on the northern gateway (Colne Road) into Brierfield.
