Projects Underway in Nelson - Bradley

Bradley Priority Action Area & Nelson Town Centre Masterplanning

In 2006, Manchester based consultants BDP produced 'masterplans' for both Nelson town centre and the Bradley Priority Action Area as part of the Council's involvement in the Housing Market Renewal Initiative.

The town centre masterplan has been agreed by the Council and was launched at the end of September 2006. The Bradley masterplan report was received by the Council in early October and was discussed by the relevant Council Committee's in October 2006.

Bradley Area Action Plan

Bradley ConsultationPendle Borough Council is preparing an Area Action Plan (AAP) for the Bradley Priority Area. The Bradley Priority Area covers a large part of the Bradley ward in Nelson.

As part of the process for developing the AAP, the Council have prepared a Preferred Option Report. The report sets out the Council's vision and objectives for regenerating the Bradley area as part of the housing market renewal programme in Pendle and East Lancashire (Elevate). The report presents site specific proposals, considers how the plan will be implemented and starts to highlight the planning policy considerations which will be developed further at the next stage of the AAP.

The Preferred Option Report builds on the work and previous public consultation events which took place during 2005 and 2006 to develop a masterplan for the Bradley Priority Area (the issues and options stage of the AAP). Further details of the work undertaken to develop a masterplan for Bradley Priority Area are given below. Ultimately, the AAP will become a land use plan that will be used to guide decisions on planning applications.

The report is also accompanied by a Sustainability Appraisal Report which considers the social, environmental and economic impacts of the Preferred Option and the alternative options that have been considered.

Copies of the Preferred Option Report and Sustainability Appraisal Report can still be viewed at Nelson Library and Number One Market Street, Nelson during normal opening hours. Please note, we are unable to accept any comments on the report as the consultation period for the Preferred Option Report is now closed.

Consultation on the Preferred Option Report took place from: Monday 18th February 2008 to 5pm on Monday 31st March 2008. Comments were invited during this six week period.

What happens next?

Comments on the Preferred Option Report were invited via Representation Forms and on-line during the consultation period.

All representations made will be published at the end of the consultation period. Everyone who submitted a valid representation will be kept informed of its progress. All valid representations will be acknowledged in writing after the close of the consultation period. 

Representations will be carefully considered by officers of the Council. Any changes proposed by officers as a result of the representations received will be considered by the Council's Executive committee.

Where necessary, amendments will be made to the draft AAP before it is submitted to the Secretary of State for examination. This will trigger a further six-week period of consultation which is currently scheduled for September - October 2008.

Bradley Masterplan

Further consultation with residents/property owners who are affected by the clearance proposals in the Bradley masterplan area took place in November 2006. The results from the consultation work was reported to two Council Committees in December 2006, with recommendations being made regarding how the masterplan should proceed.

The 'Bradley Masterplan Report on Consultation and Recommendations For Action' was presented to the Housing Market Renewal Committee meeting on 11th December 2006 and a further report was presented to the Council Executive meeting on 19th December 2006.

At the meeting of the Council's Executive on the 19th December 2006 the following proposals were agreed for Bradley:-

1. The demolition and redevelopment of housing adjacent to Throstle Nest Mill

  • It has been agreed that the following houses should be acquired by the Council for clearance and redevelopment of the site: 4-16 Bankhouse Rd (even), 21-31 Bradley Rd East (odd), 1-14 Caleb St (odd and even no's), 2-12 Throstle St (even), 1-23 Giles St (odd), 2-20 Giles St (even), 2-14 Elm St (even), 9-13 Elm St (odd), 1-9 Beech St (odd), 6-16 Beech St (even) and 4-16 Queen St (even).
  • That the block 115-121 Leeds Rd is retained and that these properties are considered for improvement as part of a gateway improvement project along Leeds Rd.

2. The demolition of commercial properties and houses adjacent to Walverden Water to create a new area of green/open space

  • It has been agreed that the following houses should be acquired by the Council for clearance and redevelopment of the site: 22-50 Cooper St (even) (to create new housing which fronts onto the park), Builders Yard area and commercial properties off Fleet St, Commercial properties off Bradley Fold, 3-15 Cliffe St (odd), 49-61 Bankhouse Rd (odd) and 1-31 Regent St (odd).
  • Further consideration will be given to the retention of Maria's Cash and Carry and its associated parking area.

3. Bankhouse Road triangle

  • It has been agreed that 3-17 Crawford St, 2-36 Regent St and 65-85 Bankhouse Rd be retained and that the properties be considered for improvement via a group-repair or face-lifting scheme.
  • That action is taken to improve the area to the rear of the properties to perhaps create an attractive communal space.

4. Throstle Nest Mill 

  • It has been agreed that Throstle Nest Mill be retained and that the Council work with the owners of the building to improve its external appearance and the access to the site.

5. Riverside Mill Redevelopment 

  • That the Council support in principle the change of use of the Riverside Mill site from employment to residential. 
  • That the Council acquire 65-71 Elizabeth St for clearance and redevelopment for new housing integrated with the Riverside Mill site.

6. Proposed new Youth/Community facility off Leeds Road 

  • That the Council acquire 186-188 Leeds Road for clearance and redevelopment to provide additional land for a potential new youth/community facility.

The Council will seek to work with residents affected by the proposals in a sensitive manner when translating the plan into action on the ground. Letters and information packs have been sent to all residents and property owners affected by the proposals giving details of the next steps and assistance available.
