Authority monitoring report

The Authority Monitoring Report (AMR) is published annually. Its content is defined in Regulation 34 of the Town and Country Planning (Local Planning) (England) Regulations 2012, but as a minimum it should:

  • Consider how planning policies in the Pendle Local Plan are being used 
  • Measure progress against plan-making milestones set out in the Local Development Scheme (LDS) 
  • Report on activity relating to the consideration of ‘strategic cross boundary issues’, which was formerly referred to as the Duty to Cooperate.

Publication of the AMR is required by the section 35 of Planning and Compulsory Purchase Act 2004 and section 113 of the Localism Act 2011.

The AMR also includes detailed information on the development of land for housing and employment, and the occupancy of town centre premises. It also provides annual updates for the Council’s:

At the end of the monitoring year, which runs from 1 April to 31 March, we issue the following update:

We may also issue a Housing Statistical Release, which summarises the key housing statistics for the borough.

Data in these publications and the AMR is used by planning officers to help determine applications for planning permission.
