Highway maintenance

Cars driving along a dual carriagewayLancashire County Council, as highway authority, maintains and improves approximately 3,528 miles of road, 1,402 bridges, 229 traffic signals, 219 signalled pedestrian crossings and 145,000 street lights each year.

Highway maintenance is divided into two broad categories: Ordinary Maintenance (day-to-day repairs to potholes, gullies, signs, etc) and Special Maintenance (larger resurfacing schemes).

The number of Special Maintenance schemes undertaken in any financial year depends upon the funding available. In 2009/10, the Special Maintenance budget for the Pendle area was £965,000, although an additional £499,000 was allocated in September 2009.

For the 2010/11 financial year, the Special Maintenance budget for Pendle is £1,073,000, which includes £190,000 additional funding for frost-damaged roads resulting from last year's severe winter. In addition, a further £204,700 has been allocated to the Pendle area to deal with potholed roads.

Report a Problem

Any defect that exists on the highway (carriageway or footway) is a hazard and a potential risk to the public that could cause an accident and result in personal injury, damage to motor vehicles or other property. The following defects are examples such hazards:

  • potholes
  • missing or rocking paving flags or blocks
  • damaged kerbs
  • missing or damaged gully gratings
  • missing or damaged manhole or inspection covers
  • damaged bollards
  • damaged pedestrian guardrails
  • fencing protruding onto the highway
  • damaged bridge parapets
  • damage to lighting columns, including missing doors and exposed wires
  • damaged traffic signals or traffic signs
  • trees overhanging or in a dangerous condition

Members of the public are encouraged to report any such defects to Lancashire County Council's Customer Service Centre on 0845 053 0011 so that remedial action can be taken and the risk to the public removed.

Making a Personal Injury Claim

If you wish to make an claim for personal injury following a slip, trip or fall on a Pendle road or pavement, please write to the local District Highways Office with:

  • details of the defect
  • where the accident happened
  • when it happened (the date and the time of day)
  • details of your injury
