RSPCA LogoPendle Council's Animal Welfare section responds to reports from the public, and also  patrols the area. Additional information: If you suspect that an animal of any kind is being subjected to cruelty the only organisation that can legally deal with this is the Royal Society for the Prevention of Cruelty to Animals (external link).
